However, if we broaden and expand the scope of our assessment to include also the bus stops and facilities which are not directly under the transit-providing entity's control, we find that many, many problems still very much remain.

While many bus stops in some central business districts (including "downtown" areas) and some other areas are accessible, these are in the minority. In some older warehouse and industrial areas and especially in many residential areas, the bus stops and other boarding and disembarking locations can be used only with great difficulty or cannot be used at all.

In a case in which a given bus stop is too difficult to use or cannot be used at all, the solution is often to use a nearby alternate location for the boarding or disembarking operation -- a procedure that used to be relatively uncomplicated regardless of whether such a location is at curb level or is at street or ground level. However, in some cases, a street or ground level boarding or disembarking of a wheelchair user or other person with a disability has now become more complicated as we will discuss later.
